Drug users in Asia and Pacific regions face discrimination and limited access to proper medical treatment since many of these countries still regard human rights as minor problems, a forum was told Thursday.
“It requires comprehensive policy changes at the national, regional and international levels to enable these persons to receive needed medications and treatments,” said a speaker in a forum on Injecting Drug Users (IDU), with the theme Reform: Toward Human Rights Drug Policy, in Sanur, as part of the 9th International Congress on AIDS in the Asia-Pacific.

Agus, an IDU (injection drug user) addict who insists on using a false name before granting an interview, injects 2 milliliters of Buprenorphine, an orally consumed substitute drug for heroin, into his veins each day.
He grinds the pills into a powder before mixing it with water, then filtering the solution through cotton before injecting the final mixture into his veins.
“My doctor knows I’m injecting it,” he says.

In response to a recent government regulation that designated state health workers as the only people officially allowed to distribute syringes and needles to IDUs (Injecting Drugs Users), Bali’s HIV/AIDS non-governmental organizations have developed a new strategy.
Prior to the issuance of the regulation, NGO outreach workers were responsible for distributing needles directly to local IDU communities that participated in government-condoned NEP (Needle Exchange Program) pilot projects.
